The Sino-American Alliance: Nationalist China and American Cold War Strategy in Asia (Studies on Contemporary China) ReviewProf. Garver's work The Sino-American Alliance provides the reading public with an excellent overview of the alternately close and strained relationship between the Republic of China and the United States during the Cold War years (c. 1949-1972). Prof. Garver makes extensive use of declassified national security assessments and other US government source documents to describe the role of the US alliance with Nationalist China within US foreign policy. He describes in detail the Truman administration's assessments and motivations that led it to initially write off the Nationlist regime on Taiwan as a lost cause. He then details how the Truman administration came to realize the occupation of Taiwan by an adversarial Communist China would endanger the US strategic perimeter in the Western Pacific. That realization led Truman to pursue a policy more closely aligning the US with the ROC government while trying to balance that relationship against the long-term goal of driving a wedge between Communist China and the Soviet Union. He then traces the growth of the formal alliance under the Eisenhower and subsequent administrations until 1972, detailing the largess the US provided to the ROC in terms of military aid. By 1972, however, the Nixon administration realized that the formal diplomatic relationship with the ROC outweighed its benefits. Nixon opted to sacrifice that relationship and began the painful (for the ROC) process that eventually led to US government recognition of the PRC in 1979. What is particularly interesting is the recurring theme of competing US concerns, i.e. the need to downplay the US relationship with the ROC to separate Communist China from the Soviet Union versus strong ideological opposition to the authorities in Beijing. This theme continues to be the defining characteristic of the US-PRC-ROC relationship today. The only reason I do not grant this book a five star rating is the lack of a fuller description of the ROC's leadership personalities and their views, stemming no doubt from Prof. Garver's lack of access to ROC government documents and materials. I would strongly urge that anyone who wants to truly understand the triangular relationship between the US, PRC and ROC should read this book as a primer and then follow-up with other works on the same subject for a comprehensive understanding.The Sino-American Alliance: Nationalist China and American Cold War Strategy in Asia (Studies on Contemporary China) Overview
